A teenage surfing phenomenon's grace at sea counters with extreme social awkwardness on land as he and his pelican friend navigate everyday life.
The coach of the Ocean Blast Energy Pro-Surf Team and a four-time blue-ribbon winner for his lemon bars. He's a sizable, mustached man with an eye on the prize and a pocketful of baked goods.
The Rocks' Malibu neighbor holds the keys to the exclusive society Stella desperately wants to join. Candy comes from old money and has difficulty accepting the Rocks' eccentricities.
A former rugby player, now principal at Malibu High, she is rugged. She has seen and dealt with it all. Her no-nonsense approach doesn't let anything slide, except for her soft spot for Coach Waiki-Ken.
Randy battles his arch-rival, Garrett, at Malibu High and on the rolling waves at the beach.

It's all sand and sea, and the stage is set for the West Coast Youth Surfing Championship finals. Two commentators are excited to tell us that newcomer RANDY ROCK, all of 14 years old and the youngest ever to make the finals, is competing. "That's right, sports fans, the youngest and the best," interjects Randy's overzealous promoter (and mom), STELLA ROCK, as she enthusiastically shakes hands and passes out business cards. And dad, HANK ROCK, grabs the mic to announce that his brave and gifted son is about to perform "The terrifying and never-before-achieved Triple Cowabunga Kick Dive."
And there he is -- Randy Rock himself, bobbing in the surf, counting the swells and waiting for the next big wave. Sharing his board is LANGSTON, a moralizing pelican who talks like a Brit and is Randy's best friend, companion, and often life coach. Now. Just as Randy starts to push off, along comes his chief rival and an overall stinker, GARRETT PAPERS. "Out of the way, loser. I'll take this wave and show you how it's done."
But the ocean is Randy's turf, I mean surf, and he's not going to be dissuaded by the bully of the sea. The two finalists push off on the same wave, and pandemonium ensues. Garrett does everything he can to sabotage Randy's ride, but, as we know, a cheater never prospers, and Garrett is doomed to wipe out.
Riding home in their ostentatious gold-plated SUV and clutching his trophy, Randy announces that he no longer wants to homeschool. He wants to be like "normal" kids and attend Malibu High.
At home in the Rock mansion, Stella is on the phone making endorsement deals for Randy. "Honey, you're going to be the face of Bigger Boo Boos Diapers for Tweens." Hank stays out of business matters and spends much of his time juice cleansing.
It's the first day of school for "the new kid" at Malibu High, and Langston encourages Randy. "Now repeat it; I don't always look like an idiot."
But before Randy can even get through the doors, Garrett has him strung up and flying high from the flagpole — a subtle way to introduce himself to the entire school. Worst of all, sweet NICOLE SCISSORS is among those recording the incident on her phone. An amateur meteorologist and lover of all things weather, Nicole forecasts a thunderstorm on its way. Garrett has an eye for Nicole and invites her to the beach to watch him surf. She considers it. "Maybe. After the rain."
The clouds have lifted, and the sky has cleared, as the wet beach fills with surfers and sunbathers. Randy paddles out, and Langston flies in, having missed his friend all day. "I was forced to hang out with (wincing) seagulls."
"RAAAAANDYYYY." It's Mom yelling from the beach. Randy surfs in like a dancer on water and joins Mom and Dad. Stella introduces COACH WAIKI-KEN, coach of the Ocean Blast Energy Drink pro-surf team. And here we're presented with a new phenomenon — whenever the name Ocean Blast Energy Drink is said, a trio of girls appears out of nowhere and sings a jingle. "Ocean Blast Energy Drink! Catch the Wave, Buy Bulk to Save."
Coach Waiki-Ken is a world-class surfing coach, but he's even better known for his lemon bars. He has come to ask Randy to be the captain of the new Ocean Blast youth surfing team. They have gold practice jackets, ruby caps, and everything. He'll be joining Garrett Papers, who has just signed on. Randy declines. "Absolutely not. I can't be on a team with Garrett."
Naturally, a homemade weather balloon drops on top of them. When Nicole comes to retrieve it, we learn her hobby is collecting atmospheric data. To his everlasting chagrin, Nicole recognizes Randy as the kid who flew from the flagpole yesterday. "Do you surf, too?" Before Randy can answer, Garrett says, "He does, but he's not on the team." Then Nicole goes off to inspect her lightning rods, and Garrett warns Randy to stay away from that girl. "I got dibs."
But Randy doesn't give up easily. He intends to impress the weather girl and puts his plan into action the next day at school, with the help of Langston and several sea creatures. Randy tinkers with all the water outlets in the entire building. Fountains, toilets, faucets, and showerheads are rigged to build pressure and then release a torrent of waves throughout the halls of higher learning.
It works, and Randy is surfing through the halls aboard bulletin boards, calculators, and pencils, doing handstands and the Macarena. Sadly, Nicole misses the whole show, but the school has an inch of water covering the floors.
PRINCIPAL LAGOO calls Stella and Hank to an emergency meeting. But Randy avoids suspension when Ocean Blast Energy Drink offers to donate to the school, so long as Randy agrees to join the surfing team.
That leaves Randy little choice. He joins the team but still has to clean up the mess he made. So Randy finds himself in the boys' room mopping up water, pufferfish, seahorses, and octopi. Then Nicole is ushered in. It seems she's in detention herself for creating an indoor tornado that sucked up Mr. White into its vortex and pulled him out the window.
Randy thinks this is a satisfactory turn of events until Nicole asks him for a favor. "Randy, will you ask Garrett if he likes me?" Then Garrett pops in and tells him that surf practice is at 4 a.m. tomorrow. Randy can only hang his head in despair. This is going to be a long and turbulent year.
